Measures for the organisation against exposure to asbestos when repairing damaged AC pipe by replacing damaged pipe section
- Employees must have attended the ‘working safely with asbestos cement pipes' training before proceeding with these working activities. This also applies to employees who are supervising the work activities.
- Consider replacing the pipe section in its entirety instead of only the damaged part.
Instructions for the work planner
Beforehand
- At least 7 days before the work activities commence, inform the Labour Inspectorate in writing about the project. To do so use the electronic report form at https://www.digitalediensten.arbeidsinspectie.nl/DigitaleDienst.WebApp/Login.aspx. For pipes in the ground it is sufficient for the employer to make an annual report (before the 1st of March).
- Ensure that the following are available at the workplace: The ‘red book; or the ‘Measures for the employee’, the report to the Labour Inspectorate and the waste stream number disposal documents.
- Provide a washing facility so that employees can wash their arms, hands and face.
- Provide sufficient air-tight plastic refuse sacks labelled 'asbestos'.
- Provide sufficient material to enable proper isolation and demarcation of the work place.
- Provide sufficient suitable liquid water-based binding agent (such as latex), including equipment for its application.
- Provide asbestos waste container(s).
Temporary storage
- Organise any temporary storage.
- If the asbestos waste in the asbestos waste containers will not be immediately removed from the site to a dumping location, place and secure these asbestos waste containers in such a manner that no unauthorised persons can come into contact with the asbestos containing waste.
- Cover the asbestos waste containers with at least a tarpaulin and seal them with a guy line and a padlock and ensure they carry the warning 'caution: contains asbestos'.
Removal to a dumping location
- The packing material and the asbestos waste containers with waste substances must:
- carry details conforming to the Commodities Act Decree on Asbestos;
- be removed in such a manner that the environment is not contaminated with asbestos.
- Ensure the asbestos containing waste is removed immediately from the site or the temporary storage by a qualified company.
Instructions for the supervisor
- Only persons who have attended the training course 'Working safely with asbestos cement pipes' may execute this work.
- If you realise that the circumstances do not match the description in the work plan, or if you have other questions concerning asbestos, contact the safety specialist or the Asbestos Specialist Supervisor (ASS).
